On 8 December 2025, the Ministry of Finance announced Cabinet Resolution No. (106) of 2025, which sets out administrative fines for businesses that don’t meet their obligations under the UAE’s Electronic Invoicing System. What the resolution covers

Cabinet Resolution No. 106 of 2025 applies to entities required to implement the Electronic Invoicing System under Ministerial Decision No. (243) of 2025. Businesses that have adopted e-invoicing voluntarily, ahead of being legally required to, are not subject to these fines until the mandate applies to them.

The fines fall into a few categories:

  • AED 5,000 per month for not implementing the system, or not appointing an approved service provider, within the required timeframe.
  • AED 100 per invoice for electronic invoices issued late, capped at AED 5,000 in a given month.
  • AED 100 per credit note for electronic credit notes issued late, also capped at AED 5,000 monthly.
  • AED 1,000 per day for failing to report a system malfunction within the required time.
  • AED 1,000 per day for failing to notify the service provider of changes to underlying data.

This resolution doesn’t stand alone. The Ministry of Finance’s programme page also references Ministerial Decisions No. 244 and No. 243 of 2025 (issued September 2025, establishing the Electronic Invoicing System and its implementation), Ministerial Decision No. 64 of 2025 (March 2025, setting eligibility criteria for accredited service providers), and two more recent Ministerial Resolutions — No. 56 and No. 66 of 2026 (May 2026) — that continue to build out the framework. Together, these form the legal basis for the UAE’s e-invoicing mandate; the fines resolution is the enforcement layer sitting on top of it.
